effect of scroll on centrifugal fan performance

From what I have read, FC fans require the use of a scroll for it to have no significant loss in performance, whereas a RI fan can be used w/o a scroll (plenum/plug fans).

Why is this so?

One of the fan wheel manufactures inform me that in absence of a scroll FC fans perform at half it's normal flow rate, but did not offer any reasons as to why this is so.
